National Plan on ABD 2030
The construction of the National Plan for Addictive Behaviours and Dependencies 2030 (PNRCAD 2030) was based on a participatory and collaborative methodology, through sharing and discussion in meetings and working groups of different scope and with different stakeholders, some of whom are part of the National Coordination Structure in the area of Addictive Behaviours and Dependencies (ABD). It was also supported by a set of references considered fundamental:
- the evaluations of the PNRCAD 2013-2020;
- the characterisation of the country's epidemiological situation in terms of ABD;
- up-to-date technical scientific knowledge;
- the national framework in terms of related health, education or social policies;
- and the international framework, in terms of commitments made and international strategies to which Portugal also contributes.
Between 30 May and 28 June 2022, the PNRCAD 2030 and the Action Plan for the Reduction of ABD - Horizon 2024 (PARCAD - Horizon 2024) were submitted for public consultation,resulting in two reports, availableon the Consulta LEX website.
Subsequently, the PNRCAD 2030 and PARCAD - Horizonte 2024 were approved at a meeting of the Council of Ministers on 27 July 2023. In the statement referring to this meeting, the government states that these two plans are "in line with the guidelines set out in the National Strategy to Combat Drugs, published in 1999, and in the successive plans that followed it and which are recognised at national and international level".
Finally, PNRCAD 2030 and PARCAD – Horizonte 2024 were published in the Diário da República on 26 September 2023. Read more: Council of Ministers Resolution 115/2023 .
