The "Dissuasion in Numbers 2024" report is available, which publicises the procedural activity carried out by the Commissions for the Dissuasion of Drug Addiction (CDT).


The 2024 balance reflects the commitment of professionals to a qualified, person-centred intervention guided by technical and humanistic criteria. There was a decrease in the number of cases in most of the CDTs, with 5,794 hearings being held, of which 4,677 related to cases opened in 2024. The security forces remained the main source of incidents (62 per cent), with a focus on the GNR (44 per cent) and PSP (18 per cent), and cannabis continued to be the predominant psychoactive substance in the initiation of proceedings (71 per cent).


The majority of those indicted were male, single and classified as non-dependent users (73 per cent). Despite the predominance of young people, especially those aged between 20 and 24, there was a decrease in this group, accompanied by an increase in those accused aged over 30.


CDTs are a privileged space for early intervention, promoting the deterrence of psychoactive substance use, especially among young people.
